Sivuyile Takalanda, 32, was shot dead near a tavern in Ingwe Street, Joe Slovo Park, on Monday night July 1, say police.
Officers found the man lying in the street with two gunshot wounds to the head, said Milnerton police spokeswoman Captain Nopaya Madyibi.
The motive for the killing was being investigated and no arrests had been made, she said.
The police are asking anyone with information about the killing to come forward.
A friend of the dead man, who did not want to be named, said Mr Takalanda was well known in the community as a gentle soul and he was “in the wrong place at the wrong time”.
“He sells clothes, second-hand and new, to put bread on the table for his family. We don’t know why anyone would want to do this to him,” he said.
A Joe Slovo Park resident, who did not want to be named, said it felt as if anyone could get killed at any time in the area.
The community’s calls for a greater police presence in the area, including random searches of shops and taverns, had been ignored, he said.
“Police are not doing enough to investigate and arrest the kingpins,” he said.
