Residents unite to improve Table View

The Table View community is coming together to establish a City Improvement District (CID) – a resident-led initiative aimed at enhancing public safety, cleanliness, and the overall quality of life in the suburb.

Mark Gouws, a member of the CID steering committee, said the project is currently in the Urban Management Survey (UMS) phase, during which the CID steering committee is gathering feedback from residents, property owners, tenants, and visitors to identify Table View’s most pressing needs.

The survey results will inform the CID’s proposed business plan, outlining initiatives such as increased security patrols, improved maintenance of public spaces, and community outreach programmes, said Mr Gouws.

“This is a chance for all of us who care about Table View to make a meaningful difference. We want to create a suburb that feels safe, clean, and well cared for – and that starts with community participation. The more feedback we receive now, the better we can plan for the future,” he said.

While anyone who lives, works, or visits the area is encouraged to complete the online survey, City of Cape Town by-laws stipulate that only property owners’ responses count towards the 20% participation threshold required to move the CID formation process forward.

“We’re committed to transparency and fair representation. Every voice matters, but property owners play a key role in getting us to the next step. Their participation is essential to help move this initiative forward,” he said.

The proposed CID boundaries cover the Table View suburb, with detailed maps and updates available on the official website: www.tvcid.org.za.

Once the UMS phase is complete, the committee will begin drafting a business plan for the proposed CID.

Discussions about budgets and contributions will only take place after this step, ensuring that financial decisions align with community priorities and the City’s CID framework, said Mr Gouws.

CIDs, established under South Africa’s Property Rates Act in partnership with local authorities, enable property owners to contribute additional rates for enhanced services beyond standard municipal provision.
