Why should this be ‘the norm’?

A Sunridge reader has complained about the mess left behind in the neighbourhood by bin pickers.

This is what happens when the bin burglars sort out their loot, and the litter bin is almost 3 metres away. Why is this considered “the norm” with never a fine for littering issued?

This behaviour has nothing to do with poverty or being “out of work”. It is just slovenly lifestyle.

Why should this be ‘the norm’?
